USAG-Kentucky Rules & Policies 2010 – 11

1.       Kentucky Qualifier (KQ) system:

a.       A KQ meet is a USAG sanctioned competition that has been designated by the USAG-KY State committee as a meet at which a gymnast may earn a qualifying score in order to advance to the KY State Championships.

b.       Levels 3 – 6 & Prep-opt gymnasts must qualify to State meet in an official KQ meet.

2.       KQ requirements:

a.       KQ meets must be open invitations to all USAG-KY clubs. They may also open to out of state USAG competitors.

b.       KQ meets must follow the sanctioning procedures as listed in the USAG R&P.

c.         KQ meets must follow the age group and award requirements as described in this KY R&P.

3.       KQ judging requirements:

a.       Levels 1 – 3 may have one judge panels for each event.

b.       Levels 4 - 6 must have two judge panels for each event.

c.        Prep-opt may have one judge panels for each event.

4.       KQ Competition Tax per gymnasts:

a.       Meet directors must send $1.00 per gymnast to the Region 5 Chair, Bobbi Montanari, 2281 Scioto-Darby, Executive Ct. Hilliard, OH 43026.

b.       Meet directors must send $2.00 per gymnast, a copy of sanction form, and results to State Administrative Chair Cap Caudill, 3112 Freys Hill Road, Louisville, KY 40241.

c.        A copy of the results to Brian Blewitt, 501 Dorsey Way, Louisville, KY 40223 or brian.blewitt@hotmail.com.

d.       Not following this rule constitutes an offence.  The meet director and gym club will lose the privilege of hosting future competitions. USAG RULE!!

e.        These items must be sent within 7 days of meet date.

5.       KQ maximum competition fees:

a.       Levels 1 – 3          $35.00, in gym

b.       Levels 4 – 6          $50.00, in gym

c.        Levels 7 – 10        $60.00, in gym

d.       Prep-opt                 $35.00, in gym

e.        Invitational meets using rented facilities and rented equipment are exempt from the above fee requirement. However, they are strongly encouraged to follow the fee requirements for Levels 1 – 3.

f.        Entry fees are not refundable with less than 10 days notice prior to meet.


 

 

6.       KQ minimum age required to compete as per level:

a.       Levels 1 & 2 must have reached their 4th birthday.

b.       Level 3 must have reached their 5th birthday.

c.        Level 4 must have reached their 6th birthday.

d.       Levels 5 – 7 must have reached their 7th birthday.

e.        Levels 8 & 9 must have reached their 8th birthday.

f.        Level 10 must have reached their 9th birthday.

g.        Prep-opt silver must have reached their 6th birthday.

h.       Prep-opt gold must have reached their 7th birthday.

i.         Prep-opt platinum must have reached their 8th birthday.

7.       KQ Age groups and sizes:

a.       Age groups can be combined.

b.       Sessions may be divided by teams or by age groups.

c.        Follow guidelines in USAG R&P.

d.       1 – 19 athletes, 1 group.

e.        20 – 49 athletes, split evenly into 2 groups.

f.        50+ athletes, split evenly into 3 groups.

8.       KQ Award requirements: Levels 1 – 10 & P.O.

a.       Achievement ribbon awards for events Levels 1 – 4.

b.       Individual events: placement medal, plaques, or trophies must be given to the top 1/3 of each group.

c.        All-Around medals: gold, silver, and bronze by percentage to each gymnast.  Also special recognition is given to the top 3 in each group with medals, plaques or trophies.

d.       Levels 1 – 2 gymnasts are to receive achievement ribbons ONLY for each event and Participation medal for All-Around. The emphasis is on low cost participation, not on competition.

e.        Pre-meet information must describe the awards to be given at the meet.


 

 

9.       Achievement ribbon ranges and colors:

a.       9.000 – 10.000                     Blue

b.       8.000 – 8.975                       Red

c.        7.000 – 7.975                       White

d.       6.975 – 0.000                       Any color

10.    KQ Meets team awards:

a.       The top 3 scores per event will be used to calculate ALL team awards.

b.       A team consists of a minimum of 3 gymnasts

c.        Every team that pays a team entry fee will receive a TEAM AWARD.

11.    KQ Age determinations: Age as of the last day of the Championship Meet.

a.       Levels 3 & 4         March 20, 2011.

b.       Levels 5 – 7          March 27, 2011.

c.        Level 8                   May 1, 2011.

d.       Level 9                   May 8, 2011.

e.        Level 10                                May 15, 2011.

f.        Prep-opt                 March 27, 2011.

12.    State Meet qualifying score:

a.       Levels 3 – 6          31.00 at a KQ meet.

b.       Levels 7 & 8         31.00 at any USAG sanctioned competition in any state.

c.        Levels 9 & 10       32.00 at any USAG sanctioned competition in any state.

d.       Prep-opt                 achieve a score at a KQ meet.

e.        For any optional using an out of state meet to qualify to state must send a copy of the results to: Brian Blewitt, 501 Dorsey Way, Louisville, KY 40223 or brian.blewitt@hotmail.com.

13.    Optional level event specialist:

a.       Optional level gymnast may enter KY State meet as an event specialist and must qualify by achieving a score of 8.5 per event at any USAG sanctioned competition in any state.

14.    State Meet judging requirements:

a.       All State Meets must use a minimum of two judges per event for all levels.

15.    State Meet entry fees:

a.       Levels 3 & 4         $55.00

b.       Levels 5 & 6         $60.00

c.        Levels 7 – 10        $75.00

d.       Prep-opt                 $60.00

e.        Event specialist    $75.00


 

 

16.    State Meet entry deadline:

a.       The deadline for all State Meets is to be (4) weeks ahead of meet date.

b.       Levels 3 & 4         February 18, 2011.

c.        Levels 5 – 10        February 25, 2011.

d.       Prep-opt                 February 25, 2011.

e.        All entries received after the deadline or if entry is completed improperly will be charged a fine of $25.00 per gymnast. Entries must include:

                                                               i.      Competitors and petitioned athletes' name(s), USA Gymnastics Athlete Member number, birth date, citizenship and age division.

                                                              ii.      The name(s) and USA Gymnastics Professional number and Safety Certification expiration of all participating coaches.

                                                            iii.      ALL FEES PAID IN FULL.

17.    State Declaration date:

a.       According to the USAG R & P the State committee must set a declaration date after which a gymnast may not drop back to a lower level for state meets.

b.       February 15, 2011 for all levels.

18.    Qualifying for State Meets after deadline:

a.       Send in all of your gymnasts who have qualified to State Championship and properly pay all fees.

b.       List athletes who are attempting to qualify at the bottom and list the competition that they will attempt qualifying in.

c.        DO NOT pay their fees if they haven’t qualified.

d.       On the Monday following the qualifying meet, you must call the meet director and let them know if they qualified.

e.        A check must be postmarked on the Monday following the qualifying meet or you will owe the late fee!!

19.    State Meet age groups and sizes:

a.       Age groups can be combined.

b.       Sessions may be divided by teams or by age groups.

c.        Follow guidelines in USAG R&P.

d.       1 – 19 athletes, 1 group

e.        20 – 49 athletes, split evenly into 2 groups

f.        50+ athletes, split evenly into 3 groups


 

 

20.    State Meet award requirements: Levels 3 – 10 & P.O.

e.        Any awards other than plaques, medals or trophy must be approved by the State Committee.

21.    Achievement ribbon ranges and colors:

a.       9.000 – 10.000                     Blue

b.       8.000 – 8.975                       Red

c.        7.000 – 7.975                       White

d.       6.975 – 0.000                       Any color

22.    State Meet team awards:

a.       The top 3 scores per event will be used to calculate ALL team awards.

b.       There must be three or more gymnasts to be a team or more.

c.        There will be small and large team awards given at State meet.

d.       7 or fewer gymnasts entered and paid will be a small team.

e.        8 or more gymnasts entered and paid will be a large team.

f.        Small teams have the option of entering the large team at the own discretion.

g.        Once your meet entry is turned in you may not change your team status regardless of scratches.

h.       Every team that pays a team entry fee will receive a TEAM AWARD.

23.    Prep-opt:

a.       Kentucky will offer silver, gold, and platinum divisions from Region 5 Prep-Op program for 2010 – 2011 season.

c.        The rules, regulations and format used by a specific state must be published and/or posted on the State web site, especially for Invitational that may involve the participants from multiple states.

24.    Miscellaneous rules:

a.       Cell Phones and texting:

                                                               i.      All cell phones are barred from the competition area, this includes warm-up areas. This means coaches, gymnasts, judges, and meet officials.

b.       Coaches Credentials:

                                                               i.      Professional, Jr. Professional, and introductory members must be prepared to produce their current membership card or other event-specific credential at sign-in at all USA Gymnastics sanctioned events and if requested, also show their membership card at all times in the field of play.

c.        Be Professional: Dress in appropriate attire that reflects the best image of gymnastics.

                                                               i.      Dress code For All KQ meets-as per KY USAG Board and State meet-as per USAG:

d.       Coach’s dress code is as follows:

                                                               i.      Athletic shoes with rubberized soles. Athletic warm-up pants or Dockers-style pants (no jeans).

                                                              ii.      Athletic or tailored shorts that are of a reasonable length. No holes, tears, or short shorts.  Collared shirts, casual shirts, or T-shirts with gym logo (no spaghetti straps, low-cut tops or midriff revealing shirts). No hats or visors.

                                                            iii.      Be mentally and physically prepared and rested in order to provide the safest environment for the gymnast. Remember no cell phones.

                                                            iv.      Show respect for all gymnasts, coaches, judges, and meet personnel.

25.    Sanction violations:

a.       Consult USAG R & P

b.       KY requires all meet directors to file the required reports to the State and Regional Chairman.

c.        Refer to KQ Competition Tax per gymnasts on page one.

26.    Mobility reporting:

a.       If you are using a sanctioned event that is not a KQ meet to move up in level you must send a copy of the results to: Brian Blewitt, 501 Dorsey Way, Louisville, KY 40223 or brian.blewitt@hotmail.com.

b.       Athletes may not skip any level. They must advance one level at a time by scoring the minimum mobility score, per USAG R&P.

c.        Athletes may not use the Prep-opt program to skip any levels in the J.O. program, per USAG R&P.
